&lt;p&gt;In Mali, for example, Gadhafi’s money and diplomacy have helped resolve conflicts between rebels and the government.&lt;/p&gt;
&lt;p&gt;And in Sudan, the 20,000 troop peacekeeping mission includes African Union troops that are heavily funded by Gadhafi’s Libya.&lt;/p&gt;
